[EN]The purpose of this paper is to define a reference framework for introducing eLearning practices in mainly face‐to‐face higher education institutions. We suggest a suitable adoption and management of associated infrastructures and processes, in order to guarantee the ethical use of data in the related academic and learning analytics. A theoretical framework is proposed after years of practice and experience in the institutional government of IT processes related to learning technology. The digital transformation of teaching should imply the right technological decisions made by people and for people, in order to achieve a more inclusive, participative, and human university supported by technology. digital transformation is a social requirement of governments, companies, and institutions, and it should take into account the associated risks of the unethical use of technology, which leads to the dark side of transformation processes. eLearning approaches, especially with the influence of the COVID‐19 outbreaks, are increasing the need for digital mechanisms in universities. Further, there is a need for strategical support and reference models if we are to avoid these undesired effects.
The editorial of this third issue of volume 17, corresponding to 2016, is devoted to emphasize the well-done activity of the GRIAL research group regarding its intercultural mentoring project INTO, which has received the European Union mention of both example of good practice and success case. ; El editorial de este tercer número del volumen 17, correspondiente al año 2016, está dedicado a destacar la labor del grupo GRIAL por su proyecto de mentorización intercultural INTO, que ha recibido la mención de ejemplo de buenas prácticas y caso de éxito por la Unión Europea.

This is the presentation of the paper entitled "Design of an innovative approach based on Service Learning for Information Technology Governance Teaching" in the TEEM 2015 International Conference held in Porto (Portugal) in October 7-9, 2015. Service learning is an approach that integrates social service into an academic setting. We present a design for a subject that uses a service learning based orientation to teach Information Technology Government based on the experiences of two different Informatics Engineering Masters Degree in two different universities.
[EN]Open science, as a common good, opens possibilities for the dev elopment of nations, through innovations and collaborative constructions, which help to democratize knowledg e. Advances in this area are still emerging, and the open science, co-creation of knowledge and open innovat ion triangle, is presented as an opportunity to generate an original contribut ion from research to open educ ational theory and practices. The study analyzed the articles that addressed this triangle, in order to identify the contexts and challenges that arise in open innovation and the co-creation of knowledge to promote ope n science. The method was a systematic literature review (SLR) of 168 articles published in open acces s format, from January 2014 to May 2017 in the Web of Science and Scopus datab ases. In the validation process, the York University criteria were used: inclusion and exclusion, relevanc e of the pertinent studies, ev aluation of the quality / validity of included studies and description of data / basic studies. The findings showed th at the most-widely publicized contexts were in the United States and Brazil, in the business and academic sect ors (closely followed by the social sector), and the challenges were open to innovation, opening and research. T he research concludes that the context and practices of collaboration are substantial elements for innovat ion and open science. ; [ES]La ciencia abierta, como bien común, abre posibilidades para el desarrollo de las naciones a través de innovaciones y construcciones colaborativas que ayudan a democratizar el conocimiento. Los avances en la materia aún son incipientes y el triángulo ciencia abierta, co-creación del conocimiento e innovación abierta se presenta como una oportunidad de generar un aporte original, desde la investigación, para la teoría y las prácticas educativas abiertas. En el estudio se analizaron los artículos que abordan este triángulo, con el fin de identificar los contextos y retos que se presentan en la innovación y en la co-creación de conocimiento para impulsar la ciencia abierta. El método fue una revisión sistemática de literatura (SLR) de 168 artículos publicados en acceso abierto, de enero 2014 a mayo 2017, en las bases de datos Web of Science y Scopus. La validación se dio con los criterios de la Universidad de York: inclusión y exclusión, pertinencia, evaluación de calidad / validez de los estudios y descripción de datos. Los hallazgos reflejan que los contextos de mayor publicación sobre el tema son los de Estados Unidos y Brasil, en los sectores empresariales y académicos (seguido de cerca por el sector social) y los retos se abren en las posibilidades de innovación, apertura e investigación. Se concluye que el contexto y las prácticas de colaboración son elementos sustanciales para la innovación y la ciencia abierta.
European projects provide very valuable information on the methodologies that are being used at an educational level in different countries of the European Union and associated countries, for this reason this article focuses on how students' learning is approached through technologies within European projects related to the field of eLearning. The information provided is the result of the research that is being carried out on the PhD work within the GRIAL group of the University of Salamanca. The results show a greater representation of projects from the school and VET sectors and that the predominant ICT tools used by the students are those connected to office automation management, basic skills as well as the use of network resources and platforms for collaboration, and digital educational games, with small differences between educational fields.
The European Union promotes the development of European projects that provide relevant information on the methodologies used at educational level through different programs, including the Erasmus+ Programme. These projects are the source of inspiration for the research that gives rise to this article among others. This paper focuses on how teachers' professional development is approached using technologies within European projects related to eLearning under the umbrella of Erasmus+. The results show a greater representation of projects from the school education and vocational education and training fields. As its main results it could be highlighted that the most predominant ICT resources used by the teachers are those linked with office automation management, basic skills, and presentations as well as platforms for collaboration; those related to video and photo edition, the use of network resources and digital learning environment also stand out. Besides regarding ICT training the most frequent activities are "training by another teacher who has attended a course on ICT" and "Observation practices to other teachers who use ICT in their teaching". Variations between educational sectors are detected that may be the reason for a more in-depth investigation.
The Internet and its increasing usage has changed informal learning in depth. This change has affected young and older adults in both the workplace and in higher education. But, in spite of this, formal and non-formal course-based approaches have not taken full advantage of these new informal learning scenarios and technologies. The Web 2.0 is a new way for people to communicate across the Internet. Communication is a means of transformation and knowledge exchange. These are the facts that cannot be obviated by the organisations in their training programmes and knowledge management. This special issue is devoted to investigating how informal learning changes or influences online information in Social Web and training strategies in institutions. Engineering education has solid needs of experimental competences development. Nowadays theses competences can be developed not only in traditional laboratories (hands on) but also through the use of computer simulations and remote labs. The use of diversified methods in education and the exploration of new resources and techniques in classroom may allow teachers to motivate more students, and capture their attention due to their different learning styles./nThe main objective of this thesis project is to better understand the effects on the students' learning outcomes in different contexts, when subject to similar design approaches using an enquiry-based teaching and learning methodology based on simultaneous use of experimental resources (hands on, simulation and remote labs) together with calculus, in class and assessment. To accomplish this goal, several insights must be taken into consideration, including the teachers' mediation in each case and the didactical implementations adaptations, but also external factors, such as socio-cultural and/or political factors. ; La educación en ingeniería tiene sólidas necesidades de desarrollo de competencias experimentales. Hoy en día estas competencias pueden desarrollarse no solo en los laboratorios tradicionales (hands-on), sino también a través de simulaciones y laboratorios remotos. El uso de métodos diversificados en la educación y la exploración de nuevos recursos y técnicas en el aula puede permitir que los maestros motiven a más estudiantes y capten su atención. El objetivo principal de este diseño es comprender mejor los efectos sobre los resultados de aprendizaje de los estudiantes en diferentes contextos (país, tipo de institución, etc.), cuando están sujetos a enfoques de diseño similares utilizando una metodología de enseñanza y aprendizaje basada en la investigación. Esta metodología emplea el uso simultáneo de recursos experimentales (handson, simulaciones y laboratorios remotos) junto con cálculo, en clase y en evaluación. Para lograr este objetivo, hay que tener en cuenta varios puntos de vista, como la mediación de los profesores en cada caso y las adaptaciones didácticas, además de factores externos, como por ejemplo los factores socioculturales y/o políticos.
La desigualdad de género es un problema a nivel mundial, pero se encuentra especialmente latente en el contexto de los campos de Ciencia, Tecnología, Ingeniería y Matemáticas sobre todo a nivel universitario y, por tanto, laboral. Motivar a las mujeres a estudiar ingeniería es uno de los objetivos que se pueden encontrar en los planes estratégicos no solo de grandes empresas tecnológicas sino también de organizaciones, instituciones y gobiernos. La incorporación de la perspectiva de género en los currículos de educación superior se considera un factor clave a la hora de que los jóvenes comprendan la realidad social. Bajo este marco surge el proyecto de innovación docente cuyo objetivo es incorporar la perspectiva de género en el currículo del Grado en Ingeniería Informática de la Universidad de Salamanca. En el presente trabajo se describe la primera fase del proyecto, un caso de estudio en una asignatura de carácter obligatorio, Ingeniería de Software I. [Gender inequality is a global problem, but is especially latent in the context of the fields of Science, Technology, Engineering and Mathematics, especially at the university level and, therefore, labor. Motivating women to study engineering is one of the objectives that can be found in the strategic plans not only of large technology companies but also of organizations, institutions and governments. The incorporation of the gender perspective in higher education curricula is considered a key factor when young people understand the social reality. In this context emerges the project of teaching innovation whose goal is to incorporate the gender perspective in the curriculum of the Degree in Computer Sciences of the University of Salamanca. [ES] El contexto educativo vive una situación de cambio ante los nuevos modelos internacionales de aprendizaje como los MOOCs (Massive Open Online Courses), las tecnologías emergentes y ante la necesidad de cambio en contextos externos (crisis) e internos (revisión de las políticas docentes). Y ese cambio necesita poner en valor el compromiso de todos los actores relacionados con la formación: alumnado, profesorado y gestores. La formación y la innovación son valores por los que todos los gobiernos apuestan, como una salida a la actual situación de crisis y como una inversión para el futuro. En contextos competitivos, como la industria y la economía, la innovación se refuerza, se gestiona y se transfiere. Sin embargo, en los contextos formativos (universitario, empresarial y no universitario) existe un gran desconocimiento de los indicadores en los que se basa la innovación educativa tanto para la transformación de modelos, procesos e interacción con el alumnado como para su aplicación en los distintos contextos. Por todo ello, es hora de unir esfuerzos y analizar de forma conjunta la situación, para integrar el área de educación con el área de las tecnologías y para integrar la visión institucional con la del profesorado. El Congreso Internacional sobre Aprendizaje, Innovación y Competitividad, CINAIC 2013, cuya primera edición se celebró en 2011, es un punto de integración cuyo objetivo es favorecer la transferencia de conocimiento sobre innovación educativa y el tránsito a la investigación educativa, en diferentes contextos y a nivel internacional. En este monográfico se presenta una selección de trabajos presentados en CINAIC 2013 como método de continuar y prolongar esa transferencia de conocimiento. ; [EN] The educational context is living a situation of change due to the new international learning models and trends such as MOOCs (Massive Open Online Courses), emerging technologies and the need for change in internal contexts (review of teaching policies) and external contexts (economic crisis). This change needs to focus on the commitment of all actors involved in education: students, teachers and managers. Education and innovation are values that all governments are committed to as a solution for the current crisis and also as an investment for the future. In competitive contexts such as Industry or Economy, innovation is reinforced, managed and transferred. However, in learning contexts (university, business and non-university levels) there is a great lack of indicators in which educational innovation is based on, both for transforming models, processes and interaction with students and for applying them in different contexts. Therefore, it is time to join forces and jointly analyze the situation in order to integrate the educational area with the technological advances; also to integrate the institutional vision with the one of the teachers. The International Conference on Learning, Innovation and Competitiveness -CINAIC 2013- is a point of integration whose main aim is to promote the transfer of knowledge about educational innovation and the transition to educational research in various contexts as well as at international level. This special issue is composed by a selection of papers presented at CINAIC 2013 as a method to continue and extend its knowledge transfer mission.

This model comprised four areas: free software, open educational contents and cultural dissemination, open science and open innovation. For each of the four areas mentioned above, milestones and the most significant projects will be presented, showing how they are promoting publication and information transmission in an open environment, without restrictions and favouring knowledge dissemination in all fields. Open Knowledge is an approach which, though having some controversy is growing relentlessly as cultural and scientific dissemination leave behind any other interests or economic models. International organizations and governments are gradually embracing Open Knowledge as the way to share scientific advances with society and as an international cooperation measure to favour development in third-world countries.

[ES] A pesar del interés por la interculturalidad como una prioridad en la Unión Europea, el desarrollo de las competencias interculturales las y habilidades en los procesos de aprendizaje para toda la vida aún no se ha logrado. De acuerdo con un estudio de ERICarts, para avanzar hacia una estrategia para el diálogo intercultural, los principales cambios de paradigma todavían están por desarrollarse. Especialmente en el campo de la educación, es necesario pasar de los cánones tradicionales para abrir procesos de interacción creativa y construir puentes interculturales mediante el desarrollo de habilidades y competencias a través de programas educativos y canales tecnológicos relacionados con los medios sociales. El objetivo de este trabajo es identificar y valorizar las mejores prácticas de los dos proyectos del Programa LifeLongLearning de la Unión Europea (MIH y EHISTO) que se centraron en el desarrollo de habilidades y competencias en la educación intercultural. El equipo involucrado en este trabajo tiene el propósito de desarrollar una red autosostenible, en torno a un ecosistema tecnológico que apoye el fomento de la innovación metodológica, el conocimiento abierto y el intercambio de experiencias y buenas prácticas, tanto en el contexto del aula como en el de las políticas educativas, así como hasta tres iteraciones de un programa de aprendizaje intercultural, como parte de una estrategia de promoción del aprendizaje intercultural en la educación. Esto también incluye el diálogo político, encaminado a elevar el interés de las autoridades educativas y la promoción de su participación. ; [EN] Despite the interest of interculturality as a priority in the EU, the development of intercultural competences and skills on lifelong learning processes has yet to be achieved. According to an ERICarts study, to move towards a strategy for intercultural dialogue, main changes of paradigm still need to take place. Particularly in the field of education, it is necessary to move from traditional canons to open processes of creative interaction and build bridges by developing intercultural skills and competences through educational and media programmes. The aim of this paper is to identify and valorize the best practices of two LLP projects (MIH and EHISTO) that focused on the development of intercultural skills and competencies in education. The team involved in this paper will implement a self sustainable network, centred around a technological ecosystem that will support the promotion of methodological innovation, open knowledge and sharing of experiences and good practices, both in classroom and policy contexts, as so as three iterations of an intercultural learning programme, as part of a strategy of promoting intercultural learning in education. This will also include policy dialogues, aimed at raising the interest of educational authorities and promoting their involvement.
The European Union has a substantial investment in research and development and demand side-measures in the health sector in order to promote new initiatives, prevent disease and foster healthy lifestyles. In particular, the European Commission and other European entities have funded research projects focused on the use of technology in the health sector. In this context, health research initiatives have evolved from user-centred monolithic solutions into collaborative partnerships of different stakeholders that gather around different technological platforms. In order to identify the lacks and opportunities in this area, a systematic mapping study was conducted with the aim of identifying and analysing the recent research projects developed in Europe related to technological ecosystems in the health sector. The study covered closed European research projects from 2003 to 2018. This paper aims to extend that systematic mapping study through ongoing research projects. The analysis of these research projects provides an overview of the current trends and identify the lacks and opportunities to define new advances in this research area. Moreover, the comparison between the first mapping study focused on closed projects, and the current study, allows getting an overview of the evolution of technological ecosystems in the health sector.
